4WD Mystery in Guangzhou, China (UPDATE: 1947/49 Pobeda)

Erik van Ingen Schenau - as you may know wellknown expert of cars built in China - is stumped by this picture for decades already:

"I found this picture made by O.J.L. Branham in Kanton (Guangzhou) on April 1978. The front and rear end look like a Beijing BJ212, but the middlepart puzzles me... maybe something from the American fourties?"
