Tough to Crack Puzzle # 49

We realize it's only a very small picture, but it's the only one we have. This space age rocket car was not made by an American of Russian car manufacturer but by a company that we normally associate with very solid automobiles. It was meant to be exhibited at a car show, but crashed during testing and could not be repaired in time. Later a second prototype was developed. It differed slightly from the first, but we don't know what happened to that one. Can you tell us the make of this experimental car, and who designed it? Any other information is also welcome!
